best liquid eyeliner?

i want a retro eyeliner look with flicks like this

but whenever i try to do it, it always rubs off by the end of the day as i have quite watery eyes. i want a liquid eyeliner that stays put ALL DAY and wont come off till i put make up remover on it.
any ideas?
